Get a Styrofoam cooler and some dry ice. Pack the dry ice in the bottom, make sure your meal is in protective coverings like freezer zip lock bags or dish with a sealable lid on it and you put a layer of newspaper between it and the ice. Pack on top of the dry ice, put a layer of newspaper on top of the dish and put the whole cooler in a box (make sure the box is just a hair bigger than the cooler, you don't want it to slop around inside the box).
By the way, if the cooking dish doesn't fill the cooler enough you may have to put crumpled newspaper around it to keep it from flopping around in the cooler. The same could be done between the cooler and the box.
MAKE SURE you label the box Fragile, and mark which way the box is to be kept upright. Put a big red arrows all round it pointing to the top of the box write the words (in red), "This End Up!."
By the way, I don't know off hand where you can get dry ice but I do know it is available to the public. Best bet would be to check your yellow pages or trying calling a catering service and see if they know.

The best way to ship a fresh cooked meal to a friend thats out of state is to write down on a peice of paper the meal and ingredients used to make that meal and then mail it to him. I can't see any other way that you can actually mail him a fresh plate of food. By the time that the diner plate gets to him the food would be cooled, not fresh and possibly spoiled.

You can put the perishable food, in a Styrofoam cooler, and pack the cooler with some dry ice. The food should make it to your friend, in good condition, and it will be fresh and cold.

sending steak and mashed potatoes is another.
Don't do it. It most likely be mushy (and, or) stale by the time he gets it.
