For men who have NOT had a vasectomy, the standard answer is "48 hours." This can vary with a lot of conditions, including the man's health, the woman's health, the levels of acidity in the woman's vagina during and after intercourse, and more.
For men who HAVE had a vasectomy: I was told to wait until I had ejaculated 10 times to flush any remaining sperm from the seminal vesicles and the whole system, then bring in a sample to have it tested. My sample had a very small number of dead sperm cells in it, and it was provided roughly a week or 10 days after the surgery. So it would be theoretically possible for a woman to conceive if she has sex with a man within a day or two of his surgery.
(BTW, for men considering it, the traditional answer to "how long do you have to wait after surgery to start having sex again?" is "as soon as there's no discomfort." This worked out to 2 or 3 days for most of our small circle of friends.)

I just went for my vasectomy consult at the Dr office. He said it can take around a month. The more times you ejaculate the more sperm you will be getting rid of. After the sperm is all out of your vas "tubes coming from your testis's" you will have no more sperm coming up from da jewels.

No. All that happens is the tubes are cut from the testicles to the seminal vesicle. It is reversable too. I know. I'm "fixed" and loving it. It's actually MUCH better too. That is also not to say nothing comes out either, it does. The natural lubricant that always accompanies semen.

well i had a vasectomy back in 1975 and the doctor told me to wait a month and then i had to give him a sample . and everything was fine
