These sound like Glandular Cysts. I have a few clients who's dogs have them. These are generally caused by hormone deficencys. This is something your vet should have told you. You need to take your dog for blood work to find out which hormone your dog is lacking.

Take him to the vet immediately. Skin problems if caught right away may be cured. He might need some medication for this problem. If you cannot afford one vet, check out others by calling and finding out what their visits cost and how much exams will cost and if you have paying options, but you must check this out right away. Also, after checking with a vet, start him on very good dog food, the ones that are high in Omega-3 for their skin and coat. He might be allergic to a food or something, or some kind of mange, which is treatable.....Please take him to the vet!

Oh, for crying out loud! Take the dog to the vet! Please!
Edit: If you took him to the vet, what did the vet say? What is causing it? If the vet blew it off, you need to go to a different vet.

He's probably scratching or biting because he is allergic to the food that he is eating. Ask your vet, or another, because the one you have doesn't seem very smart to give your dog an allergy shot. This will stop him from biting/scratching for a few weeks while you change his food to see if that is what it is. Try blue ribbon or b.g. dog food because it is not made with any fillers and is all natural. if that doesn't work, you would need to get your dog an allergy test to see what is wrong with him.

Scabs are a good indication your dog is being bitten by ticks, or other outdoor insects. Most of which can bring harm to your dog, you should have him looked over by a vet, it could be nothing, but would you be able to live with yourself, if the dog died knowing there was something you could have done to save him?

It could be a staph infection. Time to take the dog to the vet for a proper diagnosis and treatment.

it could be hot spots. they are caused by the dog eating human food. the area must be shaved and an antibiotic applied. stop (if you do) feeding your animal people food. it is to rich, spicy. give them their own treats. your vet can tell you for sure!
