In 98 they were actually trying to launch a satellite using a Taepo Dong 1 (it launched but failed to get the satellite up). It didn't have the range of the TD-2.

However, that being said they will pick a spot probably somewhere in the northern Pacific. Prior to a launch of this sort they have to issue a "Notice to Airman and Mariners" (NOTAM is the acronym) that states what the coordinates of the imaginary box the missile should hit are. This is an international requirement to prevent hitting an aircraft or ship. Of course, the North Koreans may not do this as they like to rebel. You may be able to search for the NOTAM on the web as it is sent to every agency dealing with the air and sea.

I doubt if they're dumb enough to aim it at the US, but the map I saw showed it capable of reaching the mid west US. Scary, although they don't have a small enough warhead to put on it...yet.
