If the Original Manufacture of Automobile did not include Seat Belts then by Florida Law one does not have to alter the original design. i.e. No.
But this is the law in Florida as I know it. I had a 1967 Mustang that did not come factory Equipped with Seat Belts and I did get a ticket wich was later overturned in court.

If you are driving around in a car that was made in 1961 then you need some kind of safety harnest, don't you think so?

If your car is properly and currently registered with your state, and you are cited for not using a seat belt, and your car has none, you can take this issue to court. You should not have to wear one.

No..... any vehicle which was manufactured without seat belts, you're not required to wear them. However, even with such cars it would be a really good idea to install them and USE them!

Unless this car is for show only, and if you drive it often and on busy streets, it might be a good idea to get one installed.

some states have laws requiring you to have them installed, where as other states still allow you to keep your car original and not install the searbelts, so you would just have to check your local laws.
