When you feel ready and are fully committed to one another. I would say when you have thought about it for a while, because it is a huge step and can, in some aspects, make or break a relationship.

Oh My God! It depends on how long you have known him because you think you know a person until you start living with them. I would try staying together a couple days during the week for a little while to see how that works out.
