When you feel ready and are fully committed to one another. I would say when you have thought about it for a while, because it is a huge step and can, in some aspects, make or break a relationship.
Make sure that you have thought about it completely and know what it entails. Then if you love each other and are ready, go for it! Good luck!

Oh My God! It depends on how long you have known him because you think you know a person until you start living with them. I would try staying together a couple days during the week for a little while to see how that works out.
