I have been with this guy for about a month now, but since recently I have been having second thoughts about him. He is nice and everthing but I do not think he loves me as he says he does. But since recently he hasn't been calling me as much as he used to, what is happening with him?

NO, he's not cheating.....and if your not sure about whether he's busy or not interested any more, you should sit down and discuss it with him.
From what i got from your question, you are very insecure...and the reason is probably due to bad relations with your own father....but really, the distance or the time away doesn't make him a cheater, it makes him a man...most men are like that.....they start off as nice sweet, always there...but then they disappear all of a sudden, but they are still interested, and if you ask about it, they'll say we've called....and honey i was busy...
Men are like that!! we can't do anything to change them....
As for your insecurities....i really advise that you seek therapy....you'll never be able to have a stable relationship with a man if you don't get rid of your insecurities....Good luck huns.....

He could be cheating or he could be like many guys whom seem to get what they want and lose interest. I have found than when the guy stops calling as much or making excuses about being busy, he is usually wanting to move on.

First you have only been together for a month?? How can you be in love with him?? Or him with you?? Don't rush what is there, take your time and enjoy everyday~if he is around have fun with him~if he is not find another friend to have fun with~don't take everything so serious, and always take one day at a time~not everything is forever, and have fun with everyone you meet!! :)

He is a guy and he doesn't know that a simple return phone call can make or break a new realtionship...that is my guess.
