If you need software to play the effects, use Windows Media Player.

If you need free .wav files of sound effects, it is best to do a search in yahoo or google for each individual sound you need as you need it. Many places will have free sound files, but not be available in the future, so there is no one place you can always go for your files.

If you have a certain sound you need and cannot download it, you can record it while it plays using a free program called Audacity. Look for it on Download.com. You must select to record from the the input "What you Hear." Soundrec, the Windows Accessory doesn't record from the output to the sound card, just Line-in, CD and Mic.

Build your own library.

If you are looking for effects for video editing, many video editing programs come with a set of effects you can use.
