Some medications can make RLS worse. Check with your pharmacist regarding any medications you are taking.
Natural remedies are excellent to try, as some suggested here. If moderate exercise, nutritional supplements, and the like do not help, do see a doctor. There are medications that can help RLS so that it does not affect you. While not being diagnosed and treated won't make the condition worse, it won't make it better, either, if it is ongoing and not responding to natural treatments.

Restless legs syndrome (RLS) is a neurological disorder characterized by unpleasant sensations in the legs and an uncontrollable urge to move when at rest in an effort to relieve these feelings. RLS sensations are often described by people as burning, creeping, tugging, or like insects crawling inside the legs. Often called paresthesias (abnormal sensations) or dysesthesias (unpleasant abnormal sensations), the sensations range in severity from uncomfortable to irritating to painful.
The most distinctive or unusual aspect of the condition is that lying down and trying to relax activates the symptoms. As a result, most people with RLS have difficulty falling asleep and staying asleep. Left untreated, the condition causes exhaustion and daytime fatigue.

Lookit, kiddo, here's how you get rid of Restless Leg Syndrome without damaging your liver with more and more medications for stupid stuff. Go out one to two hours before bedtime and run and/or bike for 20 minutes aggressively. You'll get exercise, you'll sleep better, and you'll solve your RLS problem without a prescription. RLS didn't exist 2 years ago. Somebody made a medication in a pharmaceutical company and they found a way to market it and make lots of money. Go exercise more.

It is worse at night because it is triggered by relaxation. So when you go to bed and start to relax the restlessness starts up. If you were to nap in the afternoon I'd bet it would start bothering you then as well.
I believe it is most common in adults, but don't see why it couldn't be diagnosed ina 16 yo.
As for the OCD - no clue sorry.

When I relax at nite my legs go 90 miles a minute and even during the day. But aside from medicine you can put a pillow under your legs to get them up higher .There is no cure and it does not get worse when you get older and yes any age group can be diagnosed with it

I now and again get RLS. even if, I have not in any respect had the bright warning signs that you describe. The worst journey with RLS that I have experienced became even as the sensation began in my leg and rapidly spread for the era of my total body. That became particularly between the most demanding actual studies of my life. there became no soreness in touch with this for me, ever. bypass see a well being care service. those warning signs you describe do sound severe and can want to nicely be a demonstration of a severe situation. sturdy luck with that and preserve your self!
