When i try to open my firewall settings, my pc says due an inidentified problem, windows cannot open settings.

click on the firewall symbol at the bottom right hand side of your screen to try to access it .... try the right hand side button on your mouse which will give you the option of opening it among other options with a right hand side click of the mouse...... try to do a spy bot search on your computer (if you have one) or similar programme which will search your computer for problems and repair them.... i have a resident spybot programme which does this when i have similar problems like yours.... you can download it free or buy a more advanced one which even removes viruses that break through the firewall

Non Windows Firewall:
First, UNINSTALL the firewall program and then REinstall.

Windows Firewall:
Run a repair of the Windows system from the Install CD.
