I kind feel the same way but there never is a time where I could actually do that. my mom never leaves me home alone and when she does she's just right up the street. So i feel you. I have had wonder full relationships where sex was in the first night and lasted a long time, i have had relationships that the sex had waited a while and they to were wonder full, so i guess it just depends on the couple and if you are both ready to wait or if you both cant wait either way it has to be mutual.

Any time if there is genuine consent of both partners and they are allowed by law to have sex. Both the persons should be free from moral/legal resposibilities.

When your both ready you will know it and wont have to ask lol maybe u needa ask yourself if your even ready ? sex to me is a big step in a relationship ..but I was not one to sleep around , to each there own though . its not about the place and time its about the emotional feelings that are involved between u and ur partner. if ur basing haveing sex on place and time then it wont work out.. base having sex on emotional feelings.. sex shouldnt be treated lightly..too many responsibilities
