I'm also a hoverer in public toilets, as generally they are awful places..... she's picked up this phobia from somewhere, probably from another family member or she's seen her friends do it and is scared of getting germs... try and find out why....
Why don't you buy her some flushable toilet seat covers that she can put down first which are antibacterial, most public toilets have these available, or grab a bunch for her when you see them.
You must get to the root of the problem as to why she won't sit down, some of her friends may well have decided to tell her some horror stories that is making her behave this way as a joke.

Toilet seat covers will come in handy. I hate sitting on public toilet seats but I do because of those little accidents that can happen. Im sure your daughter has a good reason for not doing so.
If not toilet seat covers then tell her she could cover the toilet seat with tissue, does same job but less expensive.

I had bought a small plastic toilet seat that folds up and can fit in a purse. I used to use it when potty training my little ones and they certainly couldn't hover over the toilet at a young age and trying to hold them up in the air would be too hard. If she sits on the toilet at home, maybe this would be better for her, knowing she's the only one that has sat on it. Good luck

I'm 31 and I still won't go into public restrooms if they don't have the covers!! And even then...would rather wait until I get home. It's a big world out there - who knows what everyone else has! And porta-potties - forget it!
Buy some covers, take a few & fold them up in your purse. Give her one when a public restroom is the only choice. Or, just take a few with you, the next time you're in a restroom that has one. Tell her what they're for, and how it protects her from the toilet.

Sorry, but I had to laugh at the underwear part. Get her to hover closer to the toilet or buy toilet seats for her! (Your girl is very smart! Public toilet seats are gross!) I put toilet paper around the seat which you should also try.

Smart girl! Maybe practicing at home would help her aim. Also have her go before you leave the house to possibly avoid needing to use a public restroom. Buying and using toilet seat covers would be a great idea too - for both of you.

im 25 yrs old and i still wont sit on public toilets, if the toilets look nasty like they haven't been cleaned in over a month or so, and if there isn't any toilet sheets to put on the toilet b4 i use it then i wont use the toilets, unless i really really had to pee or something then i would just put some toilet paper down on the toilet seat and use it, other than that i'll wait til i got home to use my own bathroom!

My Mum always hovers over public toilet seats too, and has peed over her trousers twice in recent years because of this. Perhaps your daughter will become more embarrassed from this as she gets older to the extent that she will prefer to risk sitting on the seat than disgrace herself. In the meantime perhaps getting her to wipe the seat with a big wad of toilet paper first will make it more acceptable to sit down.

I think you have to find out why without making a big deal out of it. Someone probably told her they were dirty and she is afraid of 'germs'. OK so sometimes they may be dirty but it is very unlikely she would come to any harm. We are too paranoid about germs. I heard today there are more bacteria in our stomachs than there have ever been people on the earth!!! Germs help us develop our immune systems, and learning to wash your hands is probably more important than hovering over a seat. If she can't bring herself to sit down, say you understand and practice doing it at home whilst hovering. Then you are giving her a coping strategy until such time as she is convinced there is no great danger. If you get really wound up about it it could compound phobic/ compulsive behaviour.

Use seat covers, and newspaper covers can easily be recycled into covers that you can stash in your pocketbook and slip over the toilet seats with the division in the middle. Its really not a bad thing to hover, but if she is missing, then use a cover of some sort until she is taller and can balance better
