Okay so I'm a cooking idiot - I'm making a flank steak and I don't have a roasting pan with that rack piece. Can I use a baking dish?

Depends on what you're cooking. Some things, like a roast just cook better in a roasting pan. You can get a good one @ Bed Bath & Beyond for about 30$

Some glassware is oven proof & some isn't. Usually it says on the bottom of dish, Oven safe. If it doesn't I wouldn't use it.
I cook flank steak in a skillet on top of the stove. Of course it
will depend on the recipe you are using. Bon apetit

Sure. The dish ismade to take heat from the oven as long as it is deep enough for what you want.
