You show some ignorance just by the construction of the question. Propulsion is just propulsion. Fastest is a arbitrary statement. And what does this have to do with the government?

If you want to go fast (the government is the same) you just apply continual acceleration to an object. So the fastest you can go is simply any rocket you can build that you don't have to turn the engine off. The longest running 'engine' for such is probably the ion propulsion units. However, you can get going much faster sooner by utilizing the gravity of nearby planets. So, the governments fastest means of propulsion at this point is the gravity wells of nearby planets.

As far as achieving a high velocity quickly, you just get a big solid rocket booster. They are efficient. Why do you feel the need for classified information? Most cutting edge research in propulsion is open. And what source do you want? Visit any of the interplanetary missions on NASA or JPL's websites for a rundown on 'slingshot' trajectories.
