tu es jolie
would be the usual way to say this (it is pronounced the same way for male and female)
tu es tres beau / belle
sounds a bit over the top to me. if i heard someone say it i would assume they were smarming.

The answers so far appear to all be good and quite literal. It is always best if you wish to tell a love something as important as this to be more poetic. You should come up with an appropriate metaphor and describe what it is in her or in him that you think is beautiful. As far as beautiful goes one has to remember that there are many ways to say it: Joli - pretty, attractive, nice; Beaux - handsome; Belle - beautiful
So I would go with: Tu es belle. If you want to be literal.

I assume you are addressing a girl, since you want "beautiful" translated & not "handsome" :)

If you know them you can use the tu form
Tu es tres belle
If you don't know them use the polite vous form
Vous etes tres belle

Beau is for boys, Belle is for girls don't mix them up or the French person will just get mad.
