I was reading Bruce Wayne Fugitive and Batman's friends find out the person who framed him for murdering Vesper Fairchild taped the murder, hacked a radio reciever into a telcom swithing station and transmitted the fake 911 call when Batman made it back to the batcave.
How does all that work and could you give examples of how they do it all?

You can tape anything on a digital voice recorder. Then, it's quite easy to hack into the phone system. You don't even have to hack into it, you could just call 911 from your house, but spoof the call so that it looks like it's coming from another location (just Google "caller ID spoofing" to find out how). Then you play the recording. It's that easy.
