Hmmm... Now, that is odd... I've never seen that particular behavior, but maybe someone else around here has. I would suggest stopping it with redirection (throw a ball, etc.) every time you see it, and keep them apart when you are not at home with them. It might be a habit that will go away on its own after a while...

Edit: I'm still stumped. It could be a nervous habit, like chewing your fingernails, or it could go deeper than that. Maybe it's as simple as your Irish Setter smelling really good! *heh* This isn't helpful at all, but the first thing that pops into my head is to shave the Setter until the younger dog forgets that it ever happened. Haha! I know. That was terrible, but it might work if it gets to be extreme.
My dogs will chew on each other's collars obsessively if I leave them on. I am not sure of the exact reasons, because I know it's not boredom, but that's a lot easier to fix than hair-chewing... Best of luck to you, an dsorry I couldn't be of more help!
