Some of those 'Poor' might surprise you by saying THEY are the lucky ones.
Having nothing, gives one everything to gain...
:)
A note for those that are blinded by faith(ie:threebluespiders):
According to the bible when the Israelites wandered in the desert for forty years, god fed them by making food fall regularly from the sky (Ex16:4). During the 1980's, several million Ethiopian Christians died slowly and painfully from starvation due to a prolonged drought. god had then the opportunity to make food fall from the sky, as the bible claims he did in the past, so why did he not do that again?
Some will try to free god from responsibility for evil by saying that it was not god but the devil. This may be true but if god is so loving why didn't he simply prevent the devil from doing this? In any case, who created the devil in the first place? Surely it was god.

There is no evidence to suggest that luck or some supernatural agency has anything to do with poverty. The poor are poor typically because they live in places where there are not sufficient jobs to earn an income nor are there other means to generate an income. Even if they have a job, the poor stay poor because they have not had access to an education that might make it possible for them to get a job that pays an adequate wage. And, the poor stay poor because the only response many countries have to the problem of poverty is death squads and prisons to keep the poor down when they get desperate enough to either commit crime or to organize in a political party for social justice...in other words, they are poor because the State would rather shoot them than give them the assistance they need to get on their feet. Poverty, particularly in wealthy countries, is a function of the corporate model, which prefers to have the cheapest labor force it can buy.

There is no such thing as luck. More often it is the result of poor choices. Everyone in the US has an opportunity for a decent education and subsequently a decent chance for employment (at least for now, but the future is uncertain). Their poverty is made by poor lifestyle choices. Last year alone more than $60 billion was spent on the states' lotteries. Have you ever seen the wealthy go into a convenience store, buy a twelve pack, a carton of ciggs and multiple lottery tickets? Not likely. Meanwhlie that portion of the $60 billion the poor spent on their tickets (not including the beer, etc.) could have been used for shoes and warm coats for their own kids. Everyone's own conscience bears witness to what is right and what is wrong. So when someone consistently goes against what his conscience tells him is right, then he is setting himself up for the consequences of the poor choices he makes.

I don't know if God actually intended for people to be poor but he very well recognizes that it happens, whether by the choices someone made, laziness, or because the rich rule the system. God does have a plan for everyones life but that doesn't mean we let him be in complete control and sometimes the choices we make lead us down paths that God didn't intend us to follow. But even then, he has plan that follows every choice we make.
Proverbs has many references to the poor and wealthy and addresses the issues in different manners. It gives reasons for poverty due to laziness, drunkenness, and also cause the rich oppress. But it also says how the wealthy become so due to hard work, the Lord's blessing, but sometimes because of cheating.

I don't really think there's such a thing as luck or fate. If you're crossing the street and get run over, is it bad luck or is it because the driver chose to speed or drive drunk or whatever it was that caused him to not stop in time? You have no control over his actions, but he does. Likewise, just because God knows everything that'll happen before it does, it doesn't mean he forces it to happen. He gave us free will because choosing to do the right thing when you have the ability to do the wrong thing means more than being forced into doing the right thing. This is why he told Adam & Eve about the tree of knowledge. He could've kept them ignorant and they would've kept doing good stuff, but it wouldn't have meant much since they had no other choice. But think how much it would've meant if, after telling them not to eat its fruit, they'd actually have chosen to obey him. Of course being omnipotent and all, he knew what their choice would be anyway. It must suck being God, heh.
So in reference to the example of poor people, I think they're poor because either they've made choices that kept them from getting rich, or others made choices that have the result of denying the poor people opportunities to get rich.

God never plans people to be poor. Jesus told his disciples that the poor would always be with them, and this includes his present day disciples. People become poor for a variety of reason, some due to circumstances beyond their control, and the rest out of choice. When I say choice, I mean that they make decisions which lead them into poverty, or they intentionally choose to be poor. Most of the people who are homeless are that way because they choose to be homeless---they do not want the responsibility of employment or of maintaining a household. There is always a road out of poverty: a person has to make the decision to take it. God will help those who look to him and ask him for help. The problem is that most poor people are in such a bad state of depression that they cannot conceive of God, let alone ask him or anyone else for permenant help. The primary purpose of the church is to help the poor---not build fancy buildings with expensive programs that accomplish nothing. When the church helps the poor, then God is pleased---helping the poor is one of the greatest forms of praising and worshipping God. Luck has absolutely nothing to do with a person's station in life. Luck suggest sthat some form of magic is at work, something outside of God. God is not cruel. He allows people to become poor in order for them to learn some very important lessons about life, and the most important of them all is to rely upon him for everything.

This is a misconception that many have of God, that he makes people suffer or creates problems for people. Here are some scriptures to consider:
Proverbs 19:3 3 It is the foolishness of an earthling man that distorts his way, and so his heart becomes enraged against the Lord himself.
Galatians 6: 7,8 Do not be misled: God is not one to be mocked. For whatever a man is sowing, this he will also reap; 8 because he who is sowing with a view to his flesh will reap corruption from his flesh, but he who is sowing with a view to the spirit will reap everlasting life from the spirit
So with those scriptures in mind, we see that it is our own desires and deeds that put ourselves in precarious positions, not God.

Blessed be the poor in spirit: for theirs is the kingdom of heaven.
Blessed are they that mourn: for they shall be comforted.
Blessed are the meek: for they shall inherit the earth.
Blessed are they which do hunger and thisr after righteousness: for they shall be filled.
Blessed be the merciful: for the shall obtain mercy.
...
Before we came to earth, back during the fall of Lucifer and when Christ declared that he would be our Savior, we knew where and when we were to be born.
Even though some may be born poor by the means of God, men keep them poor by not obeying the laws of God that help the poor.

Well do you believe in luck or fate?
You are going to have to decide what you believe, and formulate your thoughts around that belief. I, myself, believe that we all have a path set out for us, but along the way, we are given many many chances to change our course. I think some things are just meant to be, but there is a reason for everything.
A very poor person might have been unluckily born into poverty without any say in the matter, but a rich person might have been born the same way and they chose to make changes and they created success for themselves. The majority of people with money actually had to work for it.

IF our lives were predetermined, it would not be a matter of bad luck. If not, it could be the matter of the poor choices some have made in life. As far as I remember, God prefers the poor to the rich.
