I've never heard that exact term but I can guess at it.
It could be literally the soul of the world. If you think of Mother Earth as being alive, then She has a soul (its name is Sanat Kumara, btw.)
Or it could be the collective consciousness of everyone in the world (also known as the Akashic records).

PEOPLE who don't BELIEVE in GOD are still subject to HIS WISDOM that HE pour's out on this EARTH every-day!!!! They don't know where that MIND come's from cause they don't Believe in a CREATOR, but that WISDOM come's from HIM, the HOLY SPIRIT is calling it out everday to all of US, and they don't Believe in the HOLY SPIRIT either, so they call it the UNIVERSAL MIND----meaning it's there, but they don't know where it's a coming from, but they tie into it, and know thing's sometime's , wondering how they came to know it so on and so on----it's called a Parable---in reverse(UNIVERSAL MIND that is).
