Because your hairs are in little follicles in the skin. Your hairs do not go below the skin where your veins are, so they are nowhere near your blood. Besides, as much hair as we all shed on a daily basis, if we bled for each one, we'd all be pretty gruesome sights.

I guess because hair is weaker than skin. When you pull out hair, it breaks off before the skin does. But if you pull out a lot of hair at once, it can make you bleed. Just look at that guy in 40 year old virgin. When they waxed his chest, he was bleeding on his chest.
