People in NY are generally polite. Of course you'll find jerks and rude people, but that's everywhere. Native New Yorker delivery drivers and taxi drivers are usually quite bad on the roads and quite rude. Some people in some Mid-Western and Southern states are usually not very open-minded when compared to populations along the bi-coastal cities - this might be a factor in determining their rudeness(?)
If average New Yorkers seem rude once in a while it's because they're tired of all the tourists! You can't escape the tourists during summer time - they're everywhere and their sheer number clog up the streets and sometimes get in the way of enjoying the city uninterrupted.

I live in New York and I lived in Texas for 15 years and I will attest to the fact that Southerners are 100 times more polite than the average money-mad New Yorker. The average southerner does not go out of their way to insult you or try to get your money from you as the average New Yorker. Don't get me wrong not everybody is the same in NY, just as in TX, but the closer you get to NYC the worse it gets.

You're comparing the wrong things!
It's not New York compared to the South. What you should be comparing is small towns vs. major cities.
During the work week, city folk are hussling and bussling to do their part to keep America running; as such they spare the formalities. Not saying hello is by no means an extension of rudeness. Catch up with them on their down time, and they are just as friendly, if not more friendly than small town folks. Small towns pretend to be friendly to strangers, but it's just a front. If push came to shove, you would not get any help from a small town resident. It's the city folk that can relate better to a dire situation, and the first ones to step up to help if needed.
Side note: the South wants you to forget about slavery and segregation, so they lay it on a little thick when they greet you.

It`s the same whatever cosmopolitan city you go to (with respect) New York is much the same as Paris or London,I`m English and hate going to London because of its fast pace and in-personal feel I also found that in New York and Paris, it is no slur on the residents just a by-product of the fast pace and urban sprawl that a metropolis creates,it is also difficult to gain a "feel" for a city and its residents without living among them.
Personally i found New Yorkers friendly, if a little abrupt and Texans were loud but polite and friendly.

Never been to New York. I lived in Texas and they were the most
polite people then all the other States that I have visited. They
sure now how to cook too!

I have lived in many different states from NY to Texas to Florida and my consensus is that there are rude people everywhere. NY is also very compact with people so that increases your chances of coming in contact with someone rude. I have spoken with people from Texas and as soon as they discovered I was a "Yankee" they automatically turned rude. So-there it is.

Absolutely. I can ask anyone in NY for directions and I will get a polite answer. I have this not to be true in the south. Southerns, to me, do not want to be bothered by someone they do not know.

I'm guessing you are referring to the study conducted by Readers Digest. Yahoo link below. If I'm ready correctly they didn't conduct the test with any major city in the south. Perhaps New Yorkers are polite up there but once they come down to the south it seems to go the window.

It's just different standards.
In New York, it's considered "polite" to stand on a street corner eating with one hand and shrieking for a cab while feeling up your girlfriend with your free hand and scratching your left foot on your right calf. Seen it. Quite a performance. Totally acceptable, judging from the reaction the act got from the passers-by in New York City.
In the South, we are so "rude" that we do not tollerate insolent, ill-mannered, boorish Yankees assaulting our ears in public.
Just a difference of standards, is all.
