Aren't answers here just to offer suggestions and open minds? In which case another dogmatic opinion as expressed in the question would limit the resource.

Perhaps it's because they don't know the answer to the original question? Or perhaps it's because they are afraid the answer they really want to give will offend? Or perhaps it's because they have forgotten the question and are seeking hints as to what the question was?

For more info so they can then give a better answer, or because the question will get there brain ticking and they think of a further question

it is called conversation. It is a good thing.

also 90% of all questions disguise a declarative sentence so they raise questions.

such as "are you going to wear that shirt?" really means "that shirt looks bad on you."

They're probably trying to answer as many questions as possible for points. What's really annoying is when they say "I don't know." or something like that.

sometimes we need clarification and people do not always give enough background for one to correctly or adequately answer the question one way or another
