It can be any initial number of flowers at the beginning. He just have to take 2 baths and offer the same initial number of flowers twice at each of the first 2 temples - each time keeping the same initial number of flowers in hand for the next bath, and the remaining 'doubled' number of flowers at the last temple after bathing at the 3rd pool. In short, each temple receives an offering of double the initial number of flowers. You did not specify that the person can only bathe and offer flowers only once at each temple.

He brought only a bouquet of flowers. Before entering the 1st temple, he dipped the bouquet of flowers in the water and got 2 bouquets. After offering the 1st temple 1 bouquet, he came out and dipped the other one in the water and got 2 bouquets again, then he offered 1 of the 2 bouquets to the 2nd temple, and the other one to the 3rd temple. That was why he came out empty-handed without any flowers. To answer your question, he had only 1 bouquet of flowers in the beginning.

i guess he came out with 2, he delivered "cloned" flowers in the first and in the third temple but not in the second, so i guess he didnt enter the pond of the second temple and he gave his last 2 "original" flowers to the secpnd temple
so in a summary the story goes like this, he brought 2 flowers with himself in the beggining, he entered the first temple''s pond and came out with 4 flowers, he gave 2 flowers to the first temple and with the other 2 he entered the third temple's pond, comin out with 4 others, he gives 2 more flowers to the third temple and finally gets with 2, which he gives to tle last (second) temple and leaves the area empty-handed
