Chihuahuas are the smallest breed. You will see them of different sizes, though, depending on their genetics. Some are super-tiny, and some are larger. To find one of the super-tiny ones, you will have to research breeders. Most breeders will try to tell you that they have the tiny ones. Ask to see the parents. If they are tiny, then the puppy may stay small. If not, then the puppies will more than likely grow larger.
The AKC says that they have to be under 6 pounds, or it is a disqualification, and therefore dogs over that size should never be bred, for the sake of the breed. Here's a link to their info: http://www.akc.org/breeds/chihuahua/index.cfm

If it looks like a Chihuahua, it probably is a Chihuahua.
There are no breeds noted to be smaller than a Chihuahua.
There is also no such thing as a T-cup, tiny toy, mini, or micro-mini Chihuahua.
ALL Chihuahua are classed as a toy breed, the dog registry lumps all dogs of a certain size, or according to what they do into a "class"
There may be 30 different dog breeds that are placed in each class. Due to the size (small) of the Chihuahua it is placed in the Toy class. It is based on what the dog does "couch potato"

The average Chihuahua is about 5lb
Granted some Chihuahua are very, very small. And some can be as big as 12lb.
Just because it is tiny does not make it an automatic Runt.
My standing male is 3lb 3oz. His parents (going back 5 generations) are all under 4lb 3oz. So he is not a runt

There are several toy breeds recongized by the American Kennel club. The toy fox Terrier, the Chihuahua and the mini pincher are all similar in look and size the chihuahua being the smallest the mini pincher next then the Toy fox Terrier. the largest weighing in at 9 pounds.

The chihuahua is the smallest dog in the world unless you've got a stunted one or one which inherited a rare disease!
Could be a toy Yorkie? No puppie stays small.

Instead of asking here-where you *might* get the correct answer-why don't you go to the AKC site where you WILL?
Click on Breeds,then Groups(smallest dogs are in the Toy Group-surprise) & read the standards for each. Then you can click on each recogised breed & see for yourself.
Responsible breeders will attempt to breed a dog that comes closest to this word picture of the ideal for each breed.

Those are just chihuahua runts...NOT teacup chihuahuas there are no such thing! Teacup is just a name to get more money out of an unhealthy dog.
