Many times some of the toolbars I have "float" around, taking up more screen space than I would like. Also, I would like to get rid of the hassle of hiding toolbars like "Reviewing" which seems to pop up on every file I get from someone else. Does anyone have any tips?

Microsoft currently does not offer the feature of locking the toolbar for Word or Excel.

Reviewing is default to pop up on anything created on another comuter, if you want to lock the toolbars, just right-click any tool bar and click "lock toolbars"
