I always sub whole wheat flour. It changes the color a little bit sometimes, but tastes just as good and is better for you... or in this case, better for the dogs!

Whole wheat flour is usually a good substitute, but some dog breeds shouldn't have wheat products. For most, it is okay. I haven't tried rice flour myself, but I would think it would work. You'd just have to experiment with it and see how it turns out. Make adjustments as you go until you think it's the right texture.

When I cook food for my dogs, as I have to do when I am caring for a pregnant Boston Terrier or bulldog, I use cuts of beef or chicken, carrots, a small amount of tomato, potatoes, rice, pasta, plain yogurt, and other fruits and veggies. Sure, it's more expensive than store food, but there's no salt in it! (And no greasy animal parts, either.) Best of all, they just love it...

Good luck!

Since this is for your dog, whole wheat will work well. Also, I have a brownie recipe that uses a bit of white flour. But instead of straight white flour I cut it half and half with oat bran. No one can tell the difference.

Also, I have a bread recipe that I will use a half and half mixture of white and whole wheat flour with- and it is delicious!
