1 - God judges you by what is in your heart!
...although i might word it differently, not using judges but honors! Our intent is one of the most important factors in how we behave in this life and it has a powerful effect on others. It is the key to our salvation.
Accepting Jesus as saviour is part of the cultural teachings - it is good but not essential to our salvation. Many beliefs do not have this concept but they WILL assend, despite what some would have you believe.
God is everything - the whole of creation and if we look at the quantum physics level, everything is pure energy - we are all made of pure energy. Every, thought, action, etc we make, we inform God. What is in our heart is known by God the instant we make a choice.

If you understand Jesus correctly, it seems that God does judge us by our hearts. Before you decide this is "better", consider how pure most people's hearts are.
As a follower of Jesus, my sins have already been judged at Calvary. For this love Jesus has shown to me, I am unspeakably grateful. My answer to that love is to work hard, with His help, to get the sin out of my life. Like most people, when I really look at myself, I see alot of sin...but with His help, we are slowly getting most of it under control.
Unlike most "Christians", however, I don't see God as torturing ANYBODY for an eternity in "hell" (which, on close examination, turns out to be nothing but the grave, which is ultimately destroyed in the "second death".) Nor do I believe that He will condemn anyone whose heart-intentions are good. There will be a place for them, I believe, in God's Kingdom.
Those people whose intentions have always been selfish, and who have intentionally harmed others, "Christian" or not, will have their part in the "second death". Who would want to live forever in a Kingdom where people are so concerned about themselves they will kill innocent women and children for the oil money, for instance?
I realize that these ideas make me different from most Christians, but this is what I believe.

God judges you by your heart. I don't think God judges anyone for anything but in this choice I would have to go with the first one.

I would want God to judge me by my heart - if he does that then he will know both the good and wrong in me and whether or not I have accepted Jesus as my saviour.

They are both the same. Jesus comes in to your heart, so God will judge your heart based on whether or not Jesus is there.

I don't think it is up to us to say what is better. However, God judges us by both. In order to believe in Jesus and his teachings there are some lifestyle changes that have to be made and that happens in the heart. I cannot continue in sin, although I was wrapped in iniquity from the day that I was born. I love Jesus and in my Heart I believe Hi death, burial and resurrection to be true.
Remember too, that our hearts are deceitful. What is good in our eyes is filthy in Gods. That is why we need Jesus' blood to cover the multitude of sins that we have.

Jesus said we will be separated into two groups based on our ACTIONS. He will say, welcome to my kingdom because when I was thirsty you gave me drink. Some will reply, 'when did I see you thirsty?' and he will say 'WHATSOEVER YOU DID TO THE LEAST OF MY LITTLE ONES, THAT YOU DID UNTO ME.'
Elsewhere it says that even demons believe in Jesus. Believing alone is not enough. Its what you do that counts. Jesus said, 'If you love me keep my commandments' and' love one another/ love your neighbour as youself'
Accepting Jesus as your saviour is only the first step to living as God wants you to. Thats not to say you wont make mistakes but if in your heart you are trying to live right and love others God sees that too.
Equally its hard to love everyone but if you are kind to someone you dont like what do you think God will judge? What you think or what you do?
If someone does not believe in Jesus at all but is good to all around them, who has a good heart then how could God judge them to be anything but righteous?

My faith has taught me that if God only judged those who accepted Jesus as their savior, then you're truly limiting God's mercy and love. I think it would be best for God to judge people by their heart and if they've truly been kind to their "neighbor". But that's for God to decide.

Both, I believe that If we were judged soley by what is in our hearts and our deeds, we would all be doomed. Jesus has paid the price for our sins. And if we accept him, we will be accepted and welcomed to the presence of God. I also believe that the greatest treasures in heaven wait for those who keep His commands.

Scripture teaches that God knows our heart. In having/nothaving Jesus in your heart you are being judged by your heart
