There's actually 2 methods. The more common "kevlar" is a thread woven into layers. This will catch and disburse the force of a bullet. It keeps it from piercing the body of the wearer, but does'nt prevent blunt force trauma.
The second is a metal plate. This is the more rigid "shield" most think of as body armor. Up to it's limit, it's more effective, but any projectile exceeding it's protection, is going to render it useless. Military body armor uses both.

The layers of Kevlar diffuse the energy released by the bullet - essentially slowing it down. Most modern body armor also has a metal shock plate which acts to prevent the sudden shock of a bullet from killing the wearer.

The most advanced armor plating is made of high strength ceramics. Almost nothing will penetrate it, and it is relatively light weight.

Body armour is made of materials that stops bullets from going through.
One of the most common materials used is Kevlar. And, there are several layers of it.
However, the impact of a bullet will leave a good bruise.

It either prevents penetration of the weapon or projectile or dissipates the kinetic energy (most likely a combination of both).

Even medieval armour had padding inside to prevent a non-penetrating blow from transmitting the energy and causing an injury.
