The letter stated that the monies were owed to himand that they are trying to get a correct address to send the check. Nothing about a debt or court papers to delivered. Can they do that?

Sounds like a bounty hunter is after him.

He has a warrant for his arrest or did he jump bail?

is it money he owes or money they wanna give away? my dad got a letter where they wanted to give him money for a utility bill he over paid on in the 70's, and they cut him a check for 22 bucks :) if he owes,, better off paying it soon

i'd be careful..it may be the truth that he is getting money back, but sometimes those are sent out to people who they want to arrest..they send out letters saying the person has one something, then when they arrive to pick it up they're arrested...i'm not trying to imply that your brother has done anything wrong though...just a possibility.

Hmmm...could be but it is better for him to get a hold of them sooner rather then later. The longer he waits the less slack they will give him. I hope that I helped.

undoubtedly they have some thing other than money for him,get power of attorney from him and go find out.
