Check out www.tripadvisor.com for some reviews of hotels in Paris.
I myself enjoyed the Hotel Union Elysees, which is near the Arc de Triomphe and Champs Elysees. I also liked the Hotel de la Bourdannais, which is very close to the Eiffel Tower. And if you want to stay in Versailles, you can beat the Trianon Palace and Spa. The first two I mentioned were very reasonably priced. The third is a luxury resort.
Also - be sure to check out the Cluny Museum in the Latin Quarter. It's a museum of medieval items and tapestries that's housed in what used to be Roman baths. So you've got "history on top of history."

Not a direct answer to your question... as i'm still researching mine too, but if you're relatively young (under 50), I'm told that the place to be is where the action is (from a French man at work)... among the favorite districts that I've been adviced were 3, 5, 6 & 7.

Inside the city limits the hotels will be more expensive, but you will see drastically reduced prices outside the city, and you can also take the train to and from the city to save from driving in the busy Paris traffic.

just a tip
when looking on the internet be careful as some hotels/hostels say they are in Paris but they are outside - ie 40 min train ride
so make sure you check the area before booking

Try a hotel in the 5th district.............one of the more colorful districts in terms of local character and charm. Three star rated hotels usually work well.

Your best bet is to avoid hotels close to the arc d'triumph, the louvre, etc. Get one a bit farther out of town, and you'll save a ton of cash.
