Can anyone tell me why ten people have to be inconvinienced as a minister arrives in India?

Today i was coming by bus when we missed nearly 3 stops as some minister was coming by the route as well as traffic was stopped for half hour.

Because the Caste System has never died, there or anywhere else in the world. We are just the expendable masses waiting to be walked on by those VIPs who are higher and mightier than us. Whole cities are inconvenienced here in the US for the President to go shopping.
