Take him and a few of his friends out for the day bowling or theme park with a McDonald's or pizza dinner then give them all high powered water pistols to have some fun in the sun..

I have a seven year old and he is biiiiiiiiiiiiiiig into football - buy a ball, a jersey, goalie gloves - you could stretch the theme endlessly...
The other thing is outdoors stuff like binoculars, magnifying glasses to look at creepy crawlies etc.
When it comes to games - how about Uno, the card game? Or Connect 4? Or Monopoly?
Otherwise hwo about a voucher for a film and a great day out?
Or fun presents like a voucher for a meal of spaghetti bolognese to be eaten without cutlery but the hands - in the bathtub...

Get him an 'airzooka'... top toy like an air cannon. (and suggest he teams up with others to start a ghost story then uses the thing from a hidden spot, say in a grave yard. feels like a pillow hit you or went past only nothing there. Plus helps build up muscels as you use it like a bow.
Looks like a bucket with a handle
Very accurate...
He could aim it at the butt of a girl with a guy next to her say older brother or sister and poor dude gets the balme. Or scare the squirl but its harmless.
He sold shed loads to 9 year olds.
Laser tag guns (or remote control tanks) where when hit you get an electric shock (think gadget and gift shops for both)
Or start him into things like surfing etc. Or an activity like jetskiing. Scuba dive with a shark...parachute jump etc.
Clothes may mean he socialises better.

Just buy him a few clothes and then take him for a day out to a zoo if he like animals or may be a trip to the sea side.

Get him some really really nice new gym shoes and take him to a place where that sport is played (basketball court, tennis court, rock climbing, et cetera). Do a big EVENT rather than gift. Put a little mall gift card in a huge decorated box and take him shopping.

Well as a sexy 30 year old (not 39), I think you should by him (no joke) the latest toy craze- pee and poo.
Liitle dolls that have taken America and Scandinavia by storm and are set to come to Britian and Ireland soon.

buy him a pet that is easy to look after
so he can learn to be responsible for something
like a fish or a hamster.....
but not a dog as they are hard work and need lots of love
so nine years old might get board quickly

How about sponsoring a child in an under-developed country on his behalf? That way, he'll get to learn about life in a foreign country, how hard other children's lives are and that he should appreciate having a parent who loves him so much!

Take him to a mall or a kids store..let him choose what he wants..keep him more in the toys section and i am sure he will get interested in some..
When he sees other kids so interested in toys he will get interested too...
And yes give him my best wishes on his b'day
