My brother met his wife while he was stationed in Germany. They got married there according to German laws. Then they got married in church here. That was alot of fun, I got to plan the wedding. Have your fiance talk to his commander, he'll know what you have to do.

You'll need to follow whatever rules are standing for the military. He can check with his C/O about what he needs to do. As the wife of a US citizen you'll be eligible for a green card. The base will have all the paperwork you'll need for applying and getting into the states if that is your intention. To my knowledge if you are planning on leaving Germany, you'll need a marriage license and probably a blood test. (Not to mention all the extra stuff they'll want for your green card application) If you plan to stay in Germany, sorry can't help. Check with your consulate. Or the American Embassy.

Being in the military has no bearing on the procedures you must follow in the country you are in. Whatever the laws of the country are regarding marriage, it is the same for everone in that region.
