No.

The two things that I can think of that He doesn't fully express are : His Holiness.... and ... His wrath.

For example: When Jesus was in the garden and the soldiers came to get Him, they asked if He was Jesus ...and he said

John 18:6 (NKJV)
Now when He said to them, "I am He," they drew back and fell to the ground.

That is an example of the POWER that Christ/God has that he doesn't fully use.

The other thing is His Wrath.

2 Peter 3:9 (NKJV)
The Lord is not slack concerning His promise, as some count slackness, but is longsuffering toward us, not willing that any should perish but that all should come to repentance.

Romans 2:5 (NKJV)
But in accordance with your hardness and your impenitent heart you are treasuring up for yourself wrath in the day of wrath and revelation of the righteous judgment of God,

That is why people can say all kinds of wicked things about God and he doesn't smite them.

God has fully expressed His purpose, His will for us, His complete plan for our lives in the Holy bible. I'd say yes to that question.

You need to be more specific. God tells us what we need to know, when we need to know it and how we need to hear it. The knowledge God gives us is spiritual food. He feeds our soul. Just like for our bodies, there is good and healthy food and bad and harmful food. God feeds our souls with healthy foods. Satan tries to feed us with things that will be tempting, that we desire but will not be good for us. Just like food for our bodies...food for our soul cannot be consumed all at one time. We need to consume just the right amount and type in the right way for it to benefit our soul.
Just as God provides for our physical needs, he also provides for spiritual needs. Just as we must work and do our part to obtain the food to feed us, we must work to obtain the food for our soul.
God expresses beautifully, but you must listen and hear!
