Casue you don't need to use conditioner all of the time, the shampoo is only there to clean your hair, and the conditioner is there to smooth it out, you know get rid of knots and prevent dead ends. So to tell you, you really don't need more conditioner then Shampoo. Conditioner can be bad for your hair if you use it too much.

Because you put less conditioner on your hair than shampoo. It takes more shampoo to wash your hair. You use a smaller amount of conditioner.
