Biologically, yes, a normal person and a person with mental retardation can have a normal baby.
Contrary to what mia t stated, the baby would not be a welfare target. There is still one "normal" parent to care for the baby and another loving parent, who just happens to have mental retardation. Also, just because some has mental retardation, that does not automatically mean they are incompetent. Really, what's the difference between an IQ of 70 and 71?
I've met plenty of competent, caring people with mental retardation.

The problem of inbreeding seems to be around even today. If the two people are from very different groups there will be no problem. Since few mothers ever tell secrets you can be surprised at anytime but one level of inbreeding doesn't produce a severely retarded child. Usually one level inbred just has trouble finishing high school. I know some men don't want a smart partner anyway.

Dpends what kind of retardation the retarded person has.If it is genetic retardation like Down's syndrome then no if the retardation was result of some other factor for example some injury then yes.

if the house hold income is less than $50000.00 a year you will loose everything.
