In today's world, it means that a bunch old men should have sex sex with innocent and young girls.
Back then, IDK. I hope it doesn't mean the same thing.

Looks like a tough question and it is, if you forget to read the context. The Midianites were sworn enemies of Israel, and when Israel came up the road to their own promised land, the Midianites refused them passage, yet, Moses wife was from that same Tribe, a Midianite. Since they refused and had not given help to Israel, they broke the law of hospitality of the Shemite nations. The resulting command to kill the males was simple in understanding that the attitude of the boys was the same as the wives of the men of Midian, who had no mercy. It is much the same as the Palestinians in this present age....by and large the children are taught to hate the Jewish people from very early age. How will the nations ever come to a place of peace, when the little children are taught to hate and kill the Jew....? It is no secret that the opinion of most of the Arab nations would gladly destroy the Jewish nation, people, down to every last child. It may even happen in our generation....but it will merely hasten the end of the Gentile nations if the Prophet Ezk. is to be believed.

I am not defending the Bible but explaining the context.
As I always defend what was said in the Qur'aan. And lo the Qur'aan is not a terrorist book. It is also a command from the greatest commander of war of all the time.
