Numbers 31:17-18 "Now kill all the boys [innocent kids]. And kill every woman who has slept with a man, but save for yourselves every girl who has never slept with a man."
Numbers 31:35-40 "[From the captives of war] 32,000 women who had never slept with a man.......of which the tribute for the LORD was 32 [among them were virgin girls]."

Why in heavens name would God tell his people to do this?

because God didn't write the Bible, mortal fallible humans did...just think about that for a bit...

(Nu 31:3, 18, 35) The Law allowed for the taking of a wife from among such parentless female war captives. (De 21:10-14) Within the Promised Land itself God’s warning concerning marriage alliances with pagans was often ignored, with resulting problems and apostasy.—Jg 3:5, 6.

Basically? because those societies didn't worship the same god and the Jews were to avoid contamination and cross-breeding with other religions. The lands they were trying to conquer had very deep-rooted beliefs in polytheistic gods that "corrupted" many jews. Killing them was a sure way to make sure the remaining Jews weren't led astray, and in those times virgins were though to be easily moulded and their beliefs easily changed.

Two ideas come to mind, one it is propaganda to make the enemies of Israel fear Israel (in other words it is Bullshit!)

Two, to use God to justify the commission of atrocities.

Only a the most immature mind can look at these types of passages and think that God actually commanded such.

Don't take it out of context. You have to study the entire book to understand the intended meaning. Too many people quote verses in order to justify something that was never really related to the actual meaning.

This is a command of a commander of war during the war time, and the same was said in the Qur'aan and people took it to be terrorism.

But don't worry, God didn't just single out those people for punishment. He's a fair guy. Every person ever born will have their day of justice with God.

those that were first born would have become evil too.
but they died without a choice so they will go to heaven.
Or u could think of it like this. Evryone sins so no one SHOULD Live anyway. We all diserve to die. But god forgives is if we say sorry.
