Sounds like seborric dermatitis, which is characterized by scaliness and itching. It usually shows up in folds of skin or on the scalp. In infants seborric dermatitis on the scalp is commonly called cradle cap. A dermatologist could help. In the meantime some hydrocortizone cream can help with the itchiness.

heat rash
allergic reaction
hives
bacterial infection
shingles
poison ivy (though more oozy than scaley)
psoriasis
bug bite
excema
dry skin
razor burn(at 10, I hope not)
virtually anything. If it is painful, gets worse, or doesnt get better in a day or two, I would take the child to see a doctor.

it is most likely shingles or a common heat rash, if its scaly its most likely shingles, keep it dry with powder, it could also very well be a allergic reaction to a type of deodorant or anti-persperiant...........check out my source, i have had these symptoms b4
