I want to start a womens shelter where workers and volunteers are required to treat abused/homeless women with respect. Depending on the location, I have considered other options like a community center, rehab clinic or even a free clinic instead of homeless shelter.

Starting a shelter or any other kind of small business is much more than a notion. How much do you know about social service delivery?

Your first step shuld be to learn all you can about the business. Pack a lunch every day and hang out at the library until you understand all about grants, boards of directors, legal requirements, insurance and liability, contracts administration and accounting. These are just some of the factors that will dictate how you will have to run your shelter.

With all of the education that you will need, starting a shelter is still an immense undertaking. Will you set your shelter up as a 501(c)3, a for profit corporation or a sole proprietorship?

I know that you have some specific ideas about treatment of clients, but have you considered how you will earn a living? If you don't earn a profit, you won't have time to invest in your venture.

Aside from time in the library, you might also consider volunteering at a shelter so you can see how they work and understand the policies that you want to change.

I think you have a lot of passion for what you want to do, and I don't mean to discourage you, but you need to know how much is involved before you get started. That way, you won't be surprised later.

believe it or not
the US Government is behind YOU 100 %.
i have personally worked on so many job sites dat are Government funded and for abused woman
so many projects i worked on
to help homeless
and instead of helping the homeless
it is trying to put me out of business, as a woman business owner
the prevailing wage standard set by the gov't for those projects
is a joke above minimum wage

the amount of paper work requested by the government
to help the homeless
by me, a very small business owner
is completely ridiculous
I have to hire a lawyer?
so I can help the homeless ?

That depends on where you live. Go to a shelter or rehab clinic and ask if you could have the name of someone that could help you with what you are trying todo.
