tell her how you feel.
On specials days make her a card that says how you feel about her from the heart.
That will break her down.

Sounds a little strange that you have such a close relationship with your sister that you are crying over it. You should talk to your sister about how you feel she doesn't spend time with you. Let her know how you feel and maybe she will make more time to spend with you.
