It depends.

I've not seen any GOOD Mac OS emulators - this is what would be needed in most cases.

If you have a Mac, you can run Windows in a Virtual Machine (Virtual PC software, for example). It is important to understand that virtual machines run MUCH slower than the actual OS on the physical machine.

If you have a NEW mac - one that runs on an intel CPU, you can use Windows on it as well (there is an update you'd have to install).

If you have a PC other than an Apple made PC, running MacOS is almost impossible - though I have seen some emulators for old 680x0 Motorola chips, but these were replaced by the PowerPC 8-10 years ago.

In practical terms, you cannot unless you have a Mac with Virtual machine software. You cannot dual boot unless you have a very new Mac.

You can install Windows on a Mac using Apple's Boot Camp, which allows you to dual boot either MAC OS X or Windows XP.
You must acquire a full licensed version of XP though, not an upgrade.

There is no way to load OS X onto a PC.

If it's a Mac, yes. There is no legal way to install Mac OS on non-Apple hardware, but you can install Windows on a Mac.
