If you want to do something, then every morning get up and do it first. If you make it your first priority then it will get done. If you spend your whole day trying to make a good time to do it, you'll never get to it because you're not making it a top priority. Same goes for exercising!!

I would say get up in the morning at the same time every day and read the Bible first thing. I usually read scripture before I go to bed, but some days I get more out of it than others.

Understand that time is a given from God, and that without it you wouldn't be able to conquer anything. With that understanding, and a great sense of "Gosh, I can try and track down every single part of the Bible that's impossible to understand only reading once", the Bible will be fully read and understand by the time you die. And that's most important...Right?

Make it a habit. Figure out at which time of the day you have a little free time, either in the morning or at night before you go to bed. After you follow the same schedule, it would be difficult to break it!

For years and years I have been reading before I got to bed to calm my nerves. After getting quite bored of Romance novels and science fiction, I decided to start reading the Classics... Dr. Jekle and Mr. Hyde, Gulliver's Travels, and so on... then I thought, what would be more relaxing than spiritual guidance and started to read the Ultimate Classic. It also helps to remind you to Pray to the Lord, and it can even give you a topic.

Start the day with reading a small amount and end your day with the reading of the Lords word. Then you will always have time to read it. Just set a few minutes both times and always be faithfull

Pick a certain time every day to study and stick with it. Make it like a normal routine. I find that early in the morning is the best time, because you aren't occupied, and you have a fresh and open mind.

Schedule a reading each night --- right before you go to bed, those inspirational words will really sink in while you're sleeping. Also it's much quieter at night as nearby activity and noise is reduced. This allows you to focus better and you'll find that your comprehension is greater and you'll be able to go deeper in the WORD.

Just join it with something. Like, reading before you eat or sleep or something. It becomes part of the routine and pretty soon, whenever you do that one thing (be it eating breakfast or going to sleep), it wont feel right without reading His Word.
It's a good goal. It takes work. Godspeed.
