I buy Hebrew National Hot Dogs and they come in packs of 7. Lots of hot dogs come in packs of 8 though.

Because it is a consumer buying incentive. The more bread you see psychologically you will buy more hot dogs and more bread and more dogs.
Last, but not least, it is more cost efficient to package more than four buns that don't match 4 hot dogs.

i never seen hot dogs come in packs of 10 i only seen packs of 8 = i seen some in 4 pack i only buy ballpark brand they come in 8
