How about a blank book with a nice cover. Bring a nice pen for the guests to write with. Start off the book with a page of your hopes, wishes, advice for his/her future and best sentiments for your friend and then circulate it around for others to do the same or leave it on a table and ask others to contribute their gems of wisdom to it. This could be a nice keepsake.
You could also put some paper on each page as a place holder for a photograph that you could take of each person at the party. After the celebration, put each contributor's photo on the page that they wrote to the graduate.

The graduate is getting ready for a change in life, so good gifts are things that can help them remember the past or help prepare them for the future.
Pictures of fun times together, or music you know they like (they may save it and still listen when they get older). If they are moving they're going to have a lot of needs--cash is easy to carry and is always the right color. But put it in a funny or pretty card.

Get a $20 gift card to whatever store each individual likes. the best. If one friend likes music, get them a $20 card for Cat's Music (or another store). If another friend likes clothes, then get them one for American Eagle. ETC. That way the gifts are personalized, but they can still get what they want and you don't have to go over budget.

It depends on the person of honor. Whether they are male or female. A specialized picture frame is a neat treasure, there always gift cards too. !Tunes gift cards seem to be a big hit with grads but then again, that depends on the age as well.
Something engraved or a keepsake to remind them of the special day is always a good choice. Check out Amazon for some ideas too.

Gift certificates are the best, to book stores or clothing stores, starbucks. You can't go wrong, and think, just how nice could a 20 dollar gift be, you give the card and if they need to add more than they can.

How about a book? I just bought a book for a girl friend of mine that is more of a guide to living on her own and it is called "The Modern Girls Guide to Life" by Jane Buckingham. Or you can get "Oh the Places You'll Go" by Dr. Seuss and write a special inscription to your friend. A book with an inscription from a special friend is a keepsake they will have for life. And maybe for a guy a cookbook with simple recipes since they won't have Mom around to feed him.

Malt liquor, a dime bad and some Vicodins... You should pink something out for each person that would mean something. You can find meaningful gifts for under 20 bucks, you just have to know what they like.
