Some states do not have State Tax, like Florida for example, so you are not required to file taxes with the State. If he is showing a loss there would be no Federal tax or State tax to pay. The only other tax would be payroll tax and if he uses sub contract labor he isn't required to pay that either. Your husband very well may not be required to pay taxes.

Call the I.R.S. on a payphone and report him anonymously. If he has a good attorney, there may be legitimate tax deductions. Some of the richest people in the world pay no taxes, due to
tax write-offs,tax-sheltered investments overseas, trusts, annuities etc.

Don't screw around with that. If you notify the IRS about what is going on, he will probably be arrested and his business destroyed as they seize everything he owns and assess exporbitant penalties. It will take years for it to be sorted out and by that time his business will cease to exist.
What you should do is hire a tax attorny and explain exactly what is going on and what you can do to return his business to being legal.

It's HIM and people like HIM, not paying his fair share in taxes which makes me have to pay even more. The IRS would be interested in auditing him. Let them know, I'm sure they'll get him straightened out.

Was he operating this business when you were married to him? Did you file joint returns with him in those years (or fail to file returns)? Were you aware of his business when you were married to him?
If so, then you also have some liabilities here. Your desire to turn yourself in is very noble indeed.
