Toning exercises like chest butterfly's and cable crossovers will tone and develope the pectoral muscle beneath the breast and enhance apperance to a certain point...but will not tighten loose or sagging breast tissue.I would be happy to make suggestions if you would like to e-mail me examples of your problem. Weight training for the chest and upper arms. Pullups and pushups are particularly useful.

Lap swimming using the Australian crawl is probably the best overall exercise for what you want to emphasize. You're going to need at least 1/2 mile a day, every day, nonstop swimming to show significant improvement.

i dont believe there is but you can just try to move them around daily
