if she is really eating the heads off, not feeding, it might be something she is lacking in her diet. sometimes new moms for whatever reasons do this. it is not only birds that do this. touching the babies will not make her kill them. Stress, Diet, Weak babies, Too many babies, the daddy bird being in the cage, the daddy bird Not being in the cage, all of these could be factors as to why she is eating them. do some research on the birds and ask a vet. at least they are mating. if this time dose not work maybe the next. good luck.

Do you literally mean eating the heads or is she chewing pulling the feathers out and chewing them.
If she is chewing the feathers it can mean a number of things. She could have a deficiency in her diet. Another theory is when the father is feeding the young she can become very jealous of the relationship between the father and the baby (especially if it is a male and the mother would know that).
She can also get frustrated if the male is not helping and she is doing everything and take her stress out on the babies

man you got some dumb answers. If people don't know they should shut up.
Mama bird is eating the heads because the birds did not come out right, per. All animals do this, the weak ones do not survive so instinct tells the mother bird to be rid of , what they deem as a "freak". I have 14 finches that laid eggs. The grandfather sat on 4 eggs. He/they knew they wouldn't hatch so they kicked the eggs out of the nest. It sounds rude but they are only protecting their species

When a mother bird feeds its babies she will stick her beak way down in the babies mouth. It almost looks like the babies are eating mama bird's head, not the other way around!

Possibly she is preening them - grooming. Birds will do that for each other from time to time.
This is not the case if she is actually pulling out feathers. Some birds will pick on others when they are sick or have a sore and some birds will pull out their own feathers almost like a nervous disorder.

Some time, depending on the type of bird, a hen will kill the young, no in anger or anything, as a defense. And some times they'll kill the young in defense of the young. I've got parrots, they're odd creatures

shes not eating the heads of her babies shes has a mucous in the back of her throat that she produces for the babies to eat it. it is healthy for the babies and they will grow strong. The same thing happened to my friend's bird and we took it to the vet and he explained the same exact thing to us.
Good luck and congrats on your new birds,Briana

it depends. Did yo utouch one of the baby birds? because if you had then the mother will only smell human scent on her babies and will kill them
