First of all, bringing peace should not be our main reason for being in Iraq. We should realize the Iraqi people dont want peace. They have been fighting amoungst themselves for centuries, and nothing the usa can do to stop it. Even Democracy will not ensure peace as long as the Islamic Ideology remains. There has NEVER been peace in the muslim world, especially amoungst themselves. Its the nature of the Islamic Beast.
So realizing this, what should we do? Stomp out the insurgency for one. Next stay long enough for the new government to get a hold on things. Next, start working on an Iraqi payback strategy. Whats that you ask? Iraq needs to pay for at least some of the costs of this war. They were supposed to pay for the rebuilding effort via oil dollars, but haven't. And that is understandable considering whats happening there right now. But in the future there must be a plan to compensate the USA for its huge expenditures.
After we pull out we do so under the condition that the new Iraq keep the terrorist groups out. If they don't we reserve the right to come back in and take care of business. Our war is on terror, not Iraq, and we go where the terrorists are and kill them whereever that may be. And if Governments are Not doing the do, we'll do it, with or without their permission.

The one and simple answer is, just blow the darn place up and torture the heck out of their people like they do to ours and televise it all over the world, it just does not pay to be the christian country that has to fight with our hands behind our backs with the stupid ROEs that are always inplace. Pull all of our valuable soldiers out of there and just let our tank killer choppers and A-10s wax the hell out of every town and building in Iraq, then we will find and kill the right ones. The Dixie Chicks will never be famous ever again because the one gal opened her flapps and talked about bush, she then said she was sorry and now she recanted her sorry, so lets banned them all together.

Well, me i'll do a more agressive strike. For example, there would be alot more "breach and clear" tactics. I would find some way for alot of american soldiers, contractors, ect to stop getting abducted by increasing the defense around allied infantry. To bring the peace i would try to quicken the political arguments.

Flame throwers. The Marines in the South Pacific learned an important lesson: if you give the enemy the choice between regular or extra crispy, they start looking for a third, surrender.

Withdraw to its borders with all other countries then seal it tight. No one in / no out with without proper authorisation. Everything checked going in / coming out. All its bridges / airstrips etc totally disabled. How long would insurgents last then? how long would any internal extremist survive. To win in Irag, you have to be unemotionally crueler than the scum were fighting. It'll be a lot cheaper than daily losing troops & a whole lot more effective.
