not if you haven't met her, if you have met her a few times and have had a conversation then yes. wait until she will believe it is more than just looks though

Wait until you have known her for a while. My advise would be to try to get a friendship going with her without asking to be her friend. Just be nice to her and start talking to her. Then hang out with her every time you see her. You might think differently after be start being friends with her.

Man if you like her tell her, How else will she ever know? It is not like she will kill you because you like her. If you don't tell her you are accepting defeat before you even get started. She might shoot you down but what do you really have to lose?
